OVERVIEW of NHCMF

The National Center for Hydro-meteorological Forecasting (NCHMF) is an operational unit under the National Hydro-meteorological Service (NHMS), Ministry of Natural Resources and Environment (MONRE). Its function is to carry out the hydro-meteorological forecasting and implement the specialized hydro-meteorological telecommunication networks for the whole country and related areas with the aim to meet all the requirements for the disaster prevention and preparedness, the socio-economic development and national security in VietNam.


National Center for Hydro-Meteorological Forecasting

The NCHMF is composed by 8 functional and 2 supporting divisions, with a total of around 140 staffs, including 12 Doctors, 18 Masters and 85 Engineers & Bachelors.

The NCHMF is responsible for providing various hydro-meteorological and marine forecasts to meet the growing requirements of socio-economic activities. The hydro-meteorological forecasts and warnings are broadcasted on the mass media. The hazardous weather warnings are transmitted to Governmental Authorities, which are responsible for organizing and guiding the disaster prevention and preparedness for the people.

The telecommunication system in the NCHMF collects and exchanges the domestic and international meteorological information. The domestic hydro-meteorological telecommunication system using radio, telephone, computerized network and VSAT a new satellite generation based meteorological information and data collecting system ensures the receiving data from hydro-meteorological observation network to NCHMF and transmitting information and forecasts.

Scientific research in the NCHMF is focusing in improving the quality of hydro-meteorological forecasts for better preventing weather hazards. It gives high priority for studying and applying new advanced methods and technology in all hydro-meteorological activities for providing high quality services to socio-economic sectors.

The NCHMF also expands its international cooperation in scientific research. There are relations with many international and regional organizations (UNDP, UNEP, UNESCO, ESCAP, ADB, IHPetc). Numerous countries over the world have regular relations with the NCHMS in hydro-meteorological products exchanging, technological transfers, research and training

The main functions and tasks of NCHMF include:

1. Formulating annual and long-term strategies, programms, plans related to hydro-meteorological forecasting.

2. Formulating regulations, rules, socio-technical standardization on hydro-meteorological forecasting.

3. Regular monitoring the hydro-meteorological conditions over the whole country and related areas.

4. Issueing hydro-meteorological forecasts, warnings and advisories as assigned for the disaster prevention and preparedness, socio-economic development, and national defense security.

5. Establishing and managing a telecommunication network to meet the requirements of hydro-meteorological forecasting in exchanging and transmitting hydro-meteorological data.

6. Providing consultancy and services on hydro-meteorological forecasting to organizations and private sectors under the current laws.

7. Carrying out researchs and applications of new technologies on hydro-meteorological forecasting.

8. Supplying instructions on operational hydro-meteorological forecasting and telecommunication; and validating the implementation of these instructions at Regional and Provincial Hydro-meteorological Centers.

9. Organizing training courses on operational hydro-meteorological forecasting and telecommunication.

10. Accomplishing international cooperation projects and programs on hydro-meteorological forecasting, data transmission and other related issues.
